Looking at a tier point run to Zagreb to push me to Gold. One of the legs is with Croatia Airline but ticketed as Air France, will this still qualify for tier points for Virgin under the fare rules?
No.
AF has a code share arrangement with Croatia Airline but that means nothing when it comes to VS.
To earn points on VS it needs to be AF family metal not merely bought via them.
Singapore airlines business from Barcelona to Milan will net you 100 points with a single flight. Not quite Zagreb but less hassle.
Yes, would agree.
Note that SQ’s Copenhagen to Rome has now ended (each city is back to having its own flight) so that isn’t an option.

That looks an interesting option. Is it 75 tier points not 100? So 150 tier points for a return?
My mistake:
Tier Points earned
Cabin Sectors under 2,000 miles Sectors 2,000 miles or over
Economy / Premium Economy 25 50
Business Class 75 125
First / Suites 125 175
