Where in the Barclarycard app are the linked retailer offers (e.g., get a £5 credit for spending £20 at XYZ)? I can’t find this anywhere in the app, and https://cashbackrewards.uk.barclaycard/ is for Visa cards only.

It isn’t available for the Avios Mastercards like you’ve mentioned, only Visa cards.
There is a “loyalty rewards” feature, but that is simple a glorified loyalty card holder that simply link them to your card and nothing more.
