Restaurant vs lounge breakfasts – guest choice or the hotels?

Was thinking of staying at the Hilton Malta, when Ive been there previously it included restaurant breakfast, but posts on flyertalk seem to suggest that the hotel now requires diamonds to take breakfast in the lounge with an upsell for breakfast in the restaurant. Is that allowed? I thought diamond was always permitted to choose where they wanted breakfast when there was a lounge?
I always thought it was lounge if a lounge exists, but many hotels aren’t fussy about a marginal guest in the restaurant. Generally ai always choose the lounge as less chance of kids scuttling along too quickly with plates too full.
The hotels are only required to provide continental breakfast, which is fully met by offering the lounge. Most hotels in the UK, and generally the rest of Europe, go beyond this and offer full restaurant breakfast either instead of or in addition to the lounge.
