Can anyone confirm if I refer someone who is not eligible for an Amex sign-up bonus because they already have another Amex, do I still get my referral bonus? And does it matter how long it is since I last referred that same person for the same card (which they have since cancelled)?
Yes you do.
No time limits.
Normal caveats should apply, both you and the referred need to be careful not to be seen by Amex to be taking the P.
Regular refer, cancel, reapply will likely be spotted. Amex can choose to do business with whoever they like.
