Booked LHR-DOH-BKK using Avios from my QR account. The DOH-BKK flight has been downgraded from First to Business due to an equipment change. There are other flights from DOH to BKK that offer the F cabin earlier that day but QR is refusing to rebook me due to there being no redemption seats available.
Do I have any options?
You can carry on asking and you might get lucky but there’s no obligation for them to put you in F on another flight. I’m not sure where you stand with UK261 reimbursement here – it may be that you’re eligible if you’re on a single PNR which originated in the U.K. but otherwise you should at least get the fare difference refunded.
I had this last year and there should be a thread somewhere on it. After polite persistence I managed to get through to an agent who understood and rebooked me onto the F flight the day earlier. I think they ended up reticketing onto a revenue ticket. Plus side was got additional 5k avios from it, but downside was the F cabin was full. I would keep trying different agents or see what fare difference they will give if take J
If you paid J miles for the F cabin you have no rights. If you paid F miles for the F cabin then you do.
Paid J miles till DOH and then F miles till Bangkok. All on same ticket.
Does EC261 have a say since the flight downgraded is Doha to Bangkok.
I think the UK version might apply as the flight originates there, but from what people have posted previously, it’s very difficult to get QR to engage with anything legal. I would at least have a couple more goes at asking them nicely if they’ll move you.
Also look into what @BJ said above about F miles – presumably this is something in QR Ts and Cs?
If both sectors are on the same ticket then UK261 applies but like Anna said the problem might be getting QR to do anything. Keep trying, a different agent may be more helpful.

Not sure I understand. I thought you always had to pay F miles to sit in F. Are there some routes which you can try out F for J miles? Or do you mean local middle east flights that class the J cabin as F so you get F service?

People have reported being booked in F, eg DOH-BKK while only paying the J through fare/Avios from the UK, so if that applied you wouldn’t get any difference or 75%. If you have paid the F fare for that sector, QR will pay the difference for your downgrade but it would be a struggle to get the 75% reimbursement which is anyway a little complicated for ‘planned’ downgrades.
UK261 gives you no rerouting rights for a downgrade, so it’s a matter of goodwill what you can persuade QR to offer.
