You might find it quite difficult wading through the threads on this. The answer is that yes, you can definitely do this but you can’t book it online, so you need to call BA. The rule re open jaws is that the surface sector cannot be longer than either of your flights, so your proposed Seattle/Vancouver easily meets the conditions.
