JAL cancellation rebooking policy

Hello,
JAL seems to have a good policy for unlimited change of dates and even refunds if “unable to travel due to travel restriction imposed by destination”.
I am just a little confused to know if they would allow a refund if I book a flight to Japan now for Oct 2022 (right now I wouldn’t be able to enter the country from the UK but I have the hope things may change 9 months from now).
Also, the same flight can be booked via BA (same price). Would there be a difference if I book directly with JAL or through BA in terms of right to cancel rebook?
(I am posting this here just also calling BA and JAL to learn more. Will post any updates I get if they ever pick up the phone. Feel free to help if you had a similar situation meanwhile)
