Is HMRC declining Curve Metal – and adding a surcharge?

I tried to pay my self assessment using my Curve Metal – first thing to note, before the final payment, HMRC added a 0.1% surcharge, I thought it was free, as its a debit card?
Bigger problem – payment was unsuccessful! Underlying virgin card has plenty of credit limit, all details on payment firm filled in correctly and match curve card info. Tried reducing the amount all the way down to £1k. Have plenty of credit left on daily and monthly curve limits.
Curve customer services since I upgraded to Metal are dire – still awaiting a response from a query sent 11 days ago.
Anyone else had a declines or surcharges for payingHMRC with Curve Metal?

Is curve fronted selected?
Are you sure your curve>virgin card is selected correctly and working elsewhere?
the 0.1% fee is correct, so its expected.
