Does EU261 apply here? (17hr delay in Doha)

A friend of mine flew LHR-DOH-BKK. Ticket issued on QR website, with the first leg on BA metal.
They picked up a 17hr delay in Doha. QR unwilling to reroute onto EK and other flights were full.
Some duty of care was delivered with a hotel provided.
Question is, because the flight started in the UK, do the monetary compensation aspects of EU261 apply? My gut feeling is that they don’t.

Someone posted recently about a similar issue returning from the US – I think it was said that bookings all on one PNR do count for EU261 if the originating carrier is a UK/EU airline. Sorry I can’t remember more details! Of course the reason for the delay would be crucial as well.
I think there was an Emirates case about a similar situation.
My instinct is aligned with NorthernLass’s – if it’s one PNR then it’s covered.
Yes, all one PNR. Who would the claim go to? QR I assume? And would it make a difference depending on whose flight number was on the first leg?
The first thing they need to do is establish the reason for the delay which might not be that easy now. What were they told at the time?
As it is one PNR, and originating from the UK then EC261 would apply. The compensation aspect of this is in addition to the duty of care provided.

Yes, if the flight (on any airline) originated in the UK and was booked and ticketed as a connection on one PNR, it is covered for compensation under UK261 unless ‘extraordinary circumstances’ apply. It isn’t clear from the post whether the BA flight was very delayed into Doha because if it was, your friend could claim from BA which will be a whole lot easier than getting anything out of QR.
For the record, if they had the same return routing, it would only be covered if the DOH-LHR leg were on BA, whereas departing from UK it doesn’t matter if it is QR or BA.

Just to pick up JDB on your point about the return. I’ve got a slightly odd route coming up, Oman Air MCT-FRA then connecting to LH back into the UK.
Surely if the Oman Air flight is late and I miss the connection then I won’t be able to claim?

The pax will need to apply to QR for compensation as the operating carrier of the delayed flight and by all accounts they aren’t too cooperative in these circumstances.
In respect of your trip via MCT, you should in theory be covered as the last leg is from the EU and on an EU carrier, albeit your journey started in a third country and on a third country carrier. You should expect a lot of buck passing.
