I have both the basic and premium vouchers.

Can I book an Avios flight for for my partner and use the voucher to allow her to take her mum with her?

Alternatively if I booked them straight cash flights from my BAEC would I receive any avios or tier points?

I’m sure one of the rules is the voucher holder has to fly,

Np but they would. And if they were in a HHA with you then you’d have access to theie avios (but they have access to yours as well)

Voucher holder has to fly. On cash bookings, the avios would go into the HHA if you have one but the TPs stay with the person who flew.
