I’m looking to book some delta flights from ATL-CUN using Virgin points but cant find any details on the baggage allowance

Operating carrier’s allowance applies, so DL’s in this case. Details at https://www.delta.com/gb/en/baggage/overview.
You may get additional allowance if you have VS status, but remember that VS status translates – at most – to DL Gold, which is rather middle of the road in terms of baggage allowance and other perks.
This is the least explained question on redemptions. It does seem to vary a lot but I note that Qantas redemptions on air nz or jetstar both come with a checked in bag. My experience generally is that a bag is included across the board but it’s risky to rely on that and worth checking with the issuing airline.
Flew from BZE-ATL on Delta three weeks ago and struggled to find the answer before we flew. Virgin chat told me I got 23kg one day, then I saw something that made me wonder so asked again the next day – and they said I got nothing. The second chat was correct – we had to pay at the airport ($30 per checked bag) as the site/app wouldn’t let us pay beforehand. Price was the same though.

Operating carrier’s policies apply – the fact you paid with Virgin Points is moot, although if you have SkyTeam status, you may get baggage perks through that. The link above has all you need to know.
This is not backed up by Virgin, who advise via their own ‘baggage calculator’ on their website (and whose agents also stand by the baggage calculator) that 1st bag free on Delta when booking Eco Classic via Virgin.
This has come up a few times, so it would be good to get first hand feedback.
@AL Have you tried? Or does your Gold Status mean you don’t have to worry about such trivialities 😅I can report back in December but not before.
Just reporting back on my experience. Booked 2 x points flights via Virgin for Dublin-Boston return. Booking page said 23kg checked bag each but nothing in the confirmation email. Doing online checkin 24 hours before the flight was able to select free checked bag (didn’t select as going out HBO) . when checking in for return- had option for 3 x checked bags.
