Curve foreign currency refund left me worse off

Booked a hotel using Curve in a foreign currency. For example at the time, the £ equivalent was £1800. 3 months on, I received a refund for this same transaction. The foreign currency amount was the same as the initial purchase however with the current rate the refund should have been £2000. However, Curve have refunded it as £1800 and said that they use that rate and not the current market rate. Can’t be right can it? Are they cheekily pocketing the difference or am I being cynical?
Works both ways? Win some lose some.
If it’s applied that way then yes but I don’t know if it is.
