Credit card voucher

Couple of questions on the credit card voucher:

1. Can I use the voucher for 2 other passengers when I am not travelling
2. Can I book the tickets online and then call to have the voucher applied

1) The Virgin Money T&Cs (https://uk.virginmoney.com/virgin/credit-cards/vaa-cards/terms/reward-plus.jsp) say:
“You can choose a reward from:
Companion Reward Ticket. Take one person with you in a reward seat:
If you’re a Silver or Gold member when you book the companion reward seat won’t cost any points.
If you’re a Red member when you book, the companion seat won’t cost any points in Economy Classic and Premium, or you’ll get a 50% reduction in the points needed for Upper.
Upgrade Voucher. Upgrade any booking by one cabin into a reward seat. Available to all tiers.
Clubhouse Pass. For one person to use in any Clubhouse worldwide when flying with Virgin Atlantic, Delta or AFKL International. No additional guests can be permitted. If you’re a Gold member, you’ll get two passes.
I’d interpret this as saying you need to be one of the travelers to use the voucher in a “companion” manner (ie 2-4-1) but that you can upgrade other trips.
2) For a companion voucher you used to be able to do this but I tried recently and the agents said that following a system change they couldn’t do it as they couldn’t guarantee the reward availability would go back into the system and they need to cancel the companion’s rewards booking that you made and then re-book to apply the voucher. So if you do book first and then phone you still need one more reward seat available both out and back for them to be able to apply the companion voucher retrospectively. Hopefully they may fix this but I won’t hold my breath!
