BAPP – Doesn’t earn triple Avois for in-flight purchases?

Something I’ve just noticed…

I bought a couple of drinks on my NYE flight (flying economy) and paid with my Amex BAPP.

Only got 1.5 Avios per £1 instead of the 3 avios per £1 I was expecting as I spent with BA.

Shows on my statement as “BA High”.

Should this not earn triple miles?

It’s not processed or indeed run by BA. Subbed out to Torvest or something similar in the past but not a BA direct product.
