Have just earned voucher, and about to downgrade, but if they
are arsey, can I just drop the card, and use the voucher in any way at any time in the next 24 months?
(Guessing so as already in BAEC).
I used the voucher last week and paid tax with an amex. So you don’t need the card to use it. However, we have downgraded and still have the card.

Off topic, when does the voucher move across from having made the qualifying spend? Does it move over to BA.COM on its own, or does it move with the monthly Avios swipe across, likewise does it show in the same place the Amex companion vouchers do?
