I don’t think it is an issue if the number of Amex offers is low, it more to do with the fact that most of them have been quite useless over the last few months!
The marketing industry does seem to be embarrassed by the opportunity to target adverts well.
Go back to the 1980s, the classic Bacardi “If” for example. In England you’d have the George Cole voice over with Peckham, Aunty Beryl and the Dog & Duck. In Scotland you’d have John Gordon Sinclair with Paisley, Aunty Morag and the Thistle Pub (on the High Street).
When Peugeot regionalised their adverts for Border, STV, Grampian & local radio, they even changed it to the Scottish pronunciation with the distinct “r”. “Perrshow”
Not quite so far back, HBOS had the happy Brummie for the adverts in England and white as ice-cream Angela for their adverts in Scotland. Although even then they did make mistakes by delivering bright orange sashes for the meet & greet staff to wear when customers entered BoS branches. (If you know, you know).
It shouldn’t be too hard for the industry to deliver “people like you” marketing with AI. Even if it’s as simply as M&S displaying an AI generated petite 50+ size 10 white woman wearing a dress when my 80yo mum logs into her account rather than a living tall African heritage woman wearing the dress.
Even basic facial recognition for outdoor advertising with AI generated models. Diverse group of children waiting for the bus, diverse group of young people tucking into KFC advert and so forth.
