Am I Being Lied To On Chat About Ability To Downgrade?

I contacted Amex Chat do downgrade from BAPP to BA Blue on 26 March, but was told:
“To check card switch option a verbal authorization is required. You need to speak with our team on 08009178047 – Team is available 24*7 for card downgrade.”
Speaking to a rep just now (8 April) I asked and they said they CAN do it on Chat. I questioned this and sent the text from the 26 March chat, to which they replied “Yes, earlier we didn’t had this feature however now we have added this over chat as well”, and now seem to be progressing my downgrade.
Is it likely they’ve only just put the “downgrade via chat” capability on in the last fortnight, or was I lied to?
